business engineer creator & owner of Women in Cannabis Expo

Founder & Owner: Brooke M. Westlake, B.A., M.A.

Brooke built a successful 20-year career in healthcare, serving in both the public and private sectors. During the final decade of her healthcare career, she specialized in business development and management, leadership, client retention, regulatory compliance, contract negotiations, product development and implementation, marketing, social media strategy, and serving as a spokesperson and brand ambassador. After earning her master’s degree later in life while pregnant with her second child, Brooke’s professional journey evolved into the cannabis industry.

While assisting in the planning and development of a cannabis testing laboratory, Brooke recognized a significant need for a national platform dedicated to women in cannabis. Motivated to create meaningful change, she founded the Women in Cannabis Expo (WICE), which officially launched in January 2020. WICE was created to provide a collaborative space where women can connect, inspire one another, and grow professionally within the cannabis industry. Although the inaugural event was originally scheduled for September 2020, the COVID-19 pandemic delayed the launch until September 2021. Following its successful debut, Brooke expanded WICE nationally, producing four major expos across the United States in 2022.

In 2023, Brooke postponed additional expos after being cast for television as one of the first female CEOs represented in the cannabis industry. She appeared on the FOX and Hulu game show We Are Family, further solidifying her place as a trailblazer for women in cannabis leadership. Her groundbreaking presence in mainstream media marked an important moment for representation within the industry. WICE is now preparing for its next major event in August 2025. Brooke also released her first book, From Crowns to Cannabis, June 2026.

A proud first-generation college graduate, Brooke holds three higher education degrees, including both a Bachelor’s and Master’s degree in Criminal Justice from the University of Nevada, Reno, as well as an Associate of Arts degree from Truckee Meadows Community College. She has been appointed to Nevada State Government Boards by former Governors Brian Sandoval and Steve Sisolak, and was reappointed by current Governor Joe Lombardo in recognition of her continued dedication to public service and community leadership.

Beyond her professional accomplishments, Brooke has held 17 pageant titles spanning teen, Miss, Ms., and Mrs. divisions at the city, state, and national levels. In 2025, she is preparing to become the oldest woman to compete for the title of Miss Nevada USA 2025. She is also pursuing her real estate broker’s license and continues expanding her entrepreneurial ventures. In 2021, Brooke delivered her first TEDx Talk titled 40 is the New 40!, and she has also pursued public office as part of her commitment to serving her community. She hopes to continue that path in the future.

Brooke’s life journey has also been marked by extraordinary resilience. She has survived two near-death experiences and is a survivor of pre-stomach and colon cancer. In 2015, she was diagnosed with Type II Diabetes. In 2020, she suffered a life-threatening volvulus bowel obstruction that required emergency surgery and extensive medical treatment, including the removal of part of her colon and nutritional valve. Following a lengthy recovery and her 17th surgery in 2024, Brooke has continued focusing on healing, wellness, and advocacy. She credits cannabis as playing a meaningful role in her personal health and recovery journey and approaches each day with gratitude for her life and her children.

Brooke attributes much of her success to determination, perseverance, and an unwavering commitment to achieving her goals. She strongly believes that surrounding yourself with supportive, driven individuals is essential to success. She credits her mentor, CPB, for providing guidance, encouragement, and inspiration throughout her personal and professional journey. Brooke also honors the profound influence of her late grandmother, Bev, whose love and support helped shape many of her greatest accomplishments. Her family has remained a constant source of encouragement as she transitioned from healthcare leadership into entrepreneurship within the cannabis industry.

When Brooke is not consulting, developing businesses, or creating new ventures as a business strategist and entrepreneur, she enjoys spending time with her two sons, her golden retriever, and her cat. She is passionate about art, music, and advocacy for Alzheimer’s research. Brooke maintains an active lifestyle, often walking between five and eight miles daily, and is also an experienced ice skater.
